During the conflict, President George H.W. Bush released oil reserves from the Strategic Petroleum Reserve to minimize cost increases due to a demporary disruption in supply. Despite this effort, the increase in energy costss precipitated by the crisis contributed to an economic recession, the only one in the 1990s.
