That money strikes at the heart of the "we don't have the funds" argument -- no other SA administration would have had the nerve to refute the administration so directly. It's the most effective opposition campaign one could imagine.Past SAs could not have imagined it. They'd have objected, moaned, furrowed their brows, and gone quietly into the night.
