He can't prevent you from getting in dorms, so I wouldn't even give him the time of day. In other words, fuck him. He has, on most every issue concerning housing and Greek life over the past few years, talked out of both sides of his mouth and repeatedly been less than honest with students. What was the justification behind banning publications?
